The Komfo Anokye Teaching Hospital (KATH) and the Guangdong Provincial People’s Hospital in People’s (GDPH), Republic of China have signed a Memorandum of Understanding (MOU) to partner in key specialty areas to improve healthcare delivery.
Following the contributions that Guangdong Provincial Government has made to cross-border medical assistance, the Republic of Ghana expects continued medical support from Guangdong Provincial Government through cooperation on medical projects.
Cooperation between the two institutions shall be conducted in areas of cardiovascular medicine, nephrology, dialysis, intensive care unit, cardiac care unit and endocrinology considering the KATH’s needs and GDPH’s strengths in its key specialties.
Four to six medical staff from KATH will benefit from training in specialty per year and the beneficiaries shall obtain a systematic training program and an assessment certification including full specialist qualification equivalent to Fellowship of the Ghana College of Physicians and Surgeons.
The Guangdong hospital will assist KATH with the establishment of a Nephrology and Dialysis Center and also designate specialists to carry out dialysis treatment and management of chronic kidney diseases.
Both institutions will initiate multi-level and regional intelligent telemedicine consultation to enhance bilateral exchange in medical technology.
The Guangdong hospital will also carry out screening of diabetes in Ghana and offer successful experience in prevention and control of diabetes in Ghanaian community.
KATH’s responsibility
The Komfo Anokye Teaching Hospital will be responsible for assisting and facilitating the clearance from the ports all medical consumables, pick-up and transportation and bear the costs that occur during the procedures.
KATH will assist GDPH staff with their visa and temporary medical license.
It will also assist medical personnel from GDPH with registration before being sent to Ghana for periodic and short term practice.
In the event of an accident or casualty when a medical expert from GDPH conducts a project in Ghana, KATH shall be responsible for medical treatment and rehabilitation, and the cost of treatment and rehabilitation will be borne by the Ghanaian party.
However, the extent of liability of KATH is limited to accidents or injury that occurs on its premises facility.
The liability does not include any compensation payment(s). The Chinese Party is to have adequate International Health Insurance to cover any accident or injury for injury, disability or loss of working ability occur on a Chinese doctor during the short-term work in Ghana.
The Ghanaian party shall also be responsible to provide International Health Insurance cover for its doctor(s) who suffer injury that occurs outside the facility/premises of GDPH in China.
Both parties must comply with their domestic laws and regulations and local custom.
Chinese medical experts must register with the relevant institutions in Ghana before they can carry out medical activities.
Duration of the Agreement
The agreement shall become effective as of the date of signing, and shall become expired when the Chinese party terminates or completes the project in Ghana.
The Chinese Party is not to terminate the Agreement without the prior written consent of KATH.
The agreement is written in both Chinese and English language in duplicate, each party having one copy.
The Chinese version and the English version shall have equal validity. Should there be any objection; the two parties will resolve it through friendly negotiation.
Any notice during the implementation of the agreement shall be submitted to an address listed in the agreement.
