The Speaker of Parliament, Prof. Mike Oquaye, has directed the leadership of the House to make available, sufficient copies of a new Constitutional Instrument for the creation of new electoral areas to members.
The directive follows complains from the Minority Chief Whip; Muntaka Mubarak about the lack of copies of the C.I seven days after it was laid in the House by the Electoral Commission.
The creation of the new electoral areas has become necessary due to the creation of the six new regions.
In an interaction on the Floor of Parliament between the Speaker and Deputy Majority Leader, Adwoa Safo on the issue, the Speaker charged Parliament’s leadership to ensure that copies of the C.I are made available to members of the House.
The Speaker disclosed that this matter had been earlier discussed and he didn’t want the issue to get out of hand.
“Make the proper approaches and ensure that copies are made accordingly as soon as possible for honourable members, we spoke about this in morning and I trust that it is not necessary to make this become an issue anymore,” the Speaker said.
The Minority in Parliament, have been demanding sufficient copies of a Constitutional Instrument laid in the House for the creation of new electoral areas.
According to the Minority Chief Whip, Muntaka Mubarak, the C.I. has been in the House for the past seven days and yet members have not been served with copies.
Raising the matter on the Floor of Parliament on Thursday, the Asawase MP, urged his colleagues to get the requisite number of copies.
“These are very important documents and it is not for any reason that the Constitution itself in Article 11 (7) clearly stipulates that any order, rule or regulation made by a person, or authority under the power referred by this constitution or any other law shall be made before Parliament, be gazetted and be published in the Gazette on the day it is made before Parliament and come into force at the expiration of 21 sitting days.” Muntaka said.
