The special committee, established to probe the leaked tape plotting the removal of theInspector General of Police (IGP), has proposed the creation of an Independent Police Complaints Commission (IPCC).
The IPCC is envisioned to act as a watchdog to ensure accountability within the police force.
The Speaker of Parliament, Alban Bagbin on Wednesday, July 10 directed the Clerk of Parliament to present a copy of the report of the committee to the President for any further action deemed necessary.
This follows the adoption of the committee’s report by Parliament.
The committee’s report which was not signed by its Chairman, Samuel Atta Akyea revealed that the three senior police officers, COP Alex George Mensah, Supt. George Lysander Asare and Supt. Emmanuel Eric Gyebi, misconducted themselves, a major offence under Police regulations, and must be sanctioned in accordance with the Police disciplinary procedure.
On the establishment of the IPCC, the committee indicated that the IPCC would provide a mechanism for lodging complaints, while also maintaining and protecting the professional standards of the service.
“Essentially, the IPCC as the Police Ombudsman, would promote peace and security, prevent police misconduct, abuse of power and monitor professional misconduct,” the report stated.
Furthermore, the committee advised that the IGP and the Police Management Board (POMAB) to strive to uphold the principles of administrative justice or good governance.
Meanwhile, Mr Atta Akyea ahead of the Speaker’s directive, said the committee’s report was anaemic and lacked substance for any Parliamentary action.
Debating the report on the floor of Parliament on Wednesday, he urged the house to reject the committee’s report over the lack of logical foundation.
