Joyce Adishetu Bawah Mogtari
Presidential Adviser & Special Aide to the President of the Republic of Ghana.
A Nippon Foundation Scholar with a Master of Laws Degree (LLM) in International Maritime Transport Law from the prestigious IMO- International Mari me Law Institute in Malta, Joyce is a recipient of the IMO-Legal Committee Chairman’s coveted award for the best student in
International Mari me Transportation on Law and a Certificate of Excellence in Maritime Administration and Management.
She holds a Qualifying Certificate in Law (QCL) and is qualified for Law Practice both in Ghana and in England and Wales, and is a Partner in the law firm, Praetorium Solicitors.
Joyce is a member of the Ghana Bar Association, the African Women Lawyers Association, the Women in International Shipping and Trade Association (WISTA), a Member of the Chartered Institute of Logistics (CILT) Ghana, and an alumnus of the US – International Visitor Leadership Programme.
She has sterling leadership qualifies, is a team lead par excellence, a public speaker and communicator, a gender activist, and a good governance, peace, and security policy practice advocate.
She is a proud product of three of Ghana’s foremost secondary schools— Wesley Girls’ High School, St Francis Girls’ Secondary School, and Tamale Secondary School.
She also holds a Master of Arts (MA) in international security and conflict resolution from the Kofi Annan International Peacekeeping Institute, a Master of Arts degree in Development Communications, and a management certificate in Mari me Law with over 20 years of post qualification experience.
Joyce served as Ghana’s Deputy Minister for Transport from May 2013 to January 2017. She was responsible for the formula on, dissemination, and implementation of the government’s transportation policy for the fifteen (15) transport sector agencies under the supervision of the Transport Ministry, Joyce had oversight responsibility for aviation, maritime, inland waterways, railways, and road transport services.
Before she was appointed deputy minister, Joyce served as Director, Legal and Estates, and Solicitor Secretary of the Ghana Shippers’ Authority, a Ghana Club 100 Company.
Joyce is adventurous, a dreamer, and is inspired by her family. She has recently become a contributor to a book, A Compendium of Stories. Her hobbies include coaching, reading, writing, traveling, and exercising.
Joyce is married and is blessed with four children.
Nana Oye Bampoe Addo
Nana Oye Bampoe Addo is a human rights lawyer with 32 years of experience in human rights law, litigation and solicitor’s practice. She holds a Bachelor of Laws (LLB) from the University of Ghana, Legon, and a Masters- in – Law (LLM), in Human Rights and Democratisation in Africa from the University of Pretoria, South Africa.
Her work has spanned diverse areas, including gender equality, children’s rights, public health, and governance at international, regional and national levels.
She was the Africa Regional Coordinator for the Commonwealth Human Rights Initiative (2004 to 2008). She established the Human Rights Advocacy Centre, a human rights research and advocacy NGO in 2008. She led advocacy for the following Acts to be promulgated: the Children’s Act (1998), the Criminal Code Amendment Act (1998), the Domestic Violence Act (2007), and several other laws. She mobilised human rights NGOs and led human rights missions to monitor human rights violations and hold the government accountable.
Her awards include the Vera Chirwa Award for Human Rights in Africa (2007), the Fourth Most Influential African Woman (2013) and the Champion Torchbearer for Women’s Rights (2008).
In 2013, she began a four-year term as Minister of Gender, Children and Social Protection of Ghana. She reverted to legal practice, lecturing and consulting in 2017 until the present. She is also the Executive Director of the John Evans Atta Mills Memorial Heritage.
As Cabinet Minister, she led the creation of a strong legal and policy framework for gender, children and social protection. Under her leadership, the Cabinet approved five key policies; the Gender Policy, the Social Protection Policy, the Child and Family Welfare Policy, the Justice for Children Policy, and the School Feeding Policy (2013 – 2016).
Under Social Protection, the Ghana Household Registry was developed during her tenure and she also led the restructuring of the Livelihood Empowerment Against Poverty Programme [national cash transfer programme]. The National Standards for Disability-Friendly Public Buildings was gazetted and adopted by the Government in 2016. For the first time ever, a traditional witch camp in the Northern part of Ghana was closed on the 15th of December, 2015.
She was a leading member of CSOs that advocated for the adoption of the Additional Protocol to the African Charter on the Rights of Women (Maputo Protocol) and the Declaration of Principles on Freedom of Expression and Access to Information in Africa.
She was the ECOWAS Chair of the Conference of West African Ministers of Gender and Social Development. During her tenure as ECOWAS Chair, gender-related policies were adopted.
In 2022, she was appointed by the World Bank as a member of the World Bank Advisory Council for Partnership for Economic Inclusion.
At the political level, she was appointed by the National Democratic Congress as Secretary, the Conflict Resolution Committee, (2019, 2020, 2022); Secretary, the 2020 NDC Manifesto Committee, and 2024 NDC Manifesto Committee, Secretary of NDC Social Democracy Lab,(2021 – to date); Chair, NDC Gender Children and Social Protection Committee(2023- date), Branch executive member, Perez 1B, Ogbojo Ward, Adenta, and member, NDC Finance Committee, Adenta.
Stan Dogbe is a journalist with over twenty-five years of practical experience; a Communications Specialist and Consultant; a Political and Campaign Strategist; a Digital Media Enthusiast; a Business Development Consultant and an Entrepreneur.
Stan has since 2012 worked with President John Dramani Mahama as his Special Assistant and Director of Communications. Before that, he was a Presidential Aide to President JEA Mills (of blessed memory) and Vice President Mahama. He also served as a technical adviser to the newly appointed Minister and Deputy Ministers for Information between 2009 and 2010.
Before entering politics, Stan was the Head of Talk Programmes at Joy FM, Ghana’s biggest radio station, and for many years produced Ghana’s most influential and listened-to Morning Radio Show (at the time), the Joy FM Super Morning Show. He was a senior editor in the newsroom and had a knack for news gathering and packaging.
During Mahama’s previous presidency, he managed the President’s communication strategy, ensuring a seamless flow of information between the presidency, government, and the public.
Known for his tireless work ethic and strong organisational skills, he continues to play a crucial
role in shaping Mahama’s public image.
Responsible for all backend communications and campaign operations of the John Mahama 2020 and 2024 Campaigns, Stan Dogbe managed the Communications, Digital Campaigns, and Operations. His influence extends beyond campaigns, communication, and media relations.
Stan is an entrepreneur with interests in Marketing Communications, Construction, Haulage
and Logistics Management, and Interior Decoration.
He also owns a fast-growing television station- WoezorTV. He is respected and recognised for his creativity, brand development, and event-directing skills. Stan has earned national and international applause and recognition for staging Ghana’s best, creatively aesthetic, and beautifully choreographed presidential inauguration in the country’s history.
As a journalist, producer, and TV host, Stan actively collaborates with various stakeholders, advocating for policies to improve Ghana’s socio-economic landscape. His commitment to public service has earned him respect among his peers and the public.
Despite his undeniable contributions to Ghanaian politics, Dogbe has not been without controversy. He, however, remains a resilient and influential figure, actively advocating for social justice and economic development, often lending his expertise to numerous developmental projects and initiatives.
His unwavering loyalty to President Mahama has earned him the reputation of a fierce defender of the former President’s policies and legacy.
