Parliament passes Ghana Scholarship Authority Bill

Parliament has approved the Ghana Scholarship Authority Bill, creating avenue for major reforms in the management and distribution of scholarships nationwide through the establishment of the Ghana Scholarship Authority.

The Minister for Education, Haruna Iddrisu, moved for the bill to be taken through its third reading, after which the House unanimously endorsed it through a popular vote.

“Honourable Members, the Ghana Scholarship Authority Bill 2025 is duly read for the third time and passed,” Speaker of Parliament Alban Bagbin declared.

The bill seeks to improve transparency, strengthen oversight, and streamline the administration of scholarships across the country.

Its passage follows an earlier suspension by Parliament to allow for broader stakeholder consultations, after public concerns were raised, particularly by the Citizens’ Coalition, a network of civil society organisations and prominent individuals.

The group had called for a halt to the bill, which was being considered under a certificate of urgency, arguing that such sweeping changes required wider dialogue.

Education Minister Haruna Iddrisu had explained that the Presidency had advised Parliament to pause the process to allow for additional engagements, a step that has now been completed with the bill’s final passage.
