GWL to reassign 41 District Managers over poor performance – Mutawakilu

The Managing Director of Ghana Water Limited (GWL), Adam Mutawakilu, has announced that 41 district managers will be reassigned by January 15, 2026, as part of measures to curb illegal water connections and enforce discipline within the company.

According to Mr Mutawakilu, the decision follows an internal assessment of district performance, which revealed persistent operational failures, particularly in addressing illegal connections within various operational areas.

Speaking in an interview on the Citi Breakfast Show with Bernard Avle on Tuesday, January 13, 2026, the GWL Managing Director stated that illegal water connections are often facilitated by staff of the company’s staff.

“Any illegal connection has something to do with the staff of Ghana Water Limited. Since this operation started, we have dismissed several staff,” he said.

Mr Mutawakilu disclosed that in May 2025, he issued clear performance targets to all district managers and gave them six months to meet those benchmarks.

“I gave district managers six months to achieve certain targets. I told them that if they did not achieve them, they would be reassigned,” he explained.

He said that by the end of November 2025, management conducted an assessment of all 103 district managers nationwide, leading to the decision to reassign 41 of them.

“Out of 103 district managers, 41 of them will be reassigned on January 15, 2026,” he stated.

The Managing Director attributed the decision to weak supervision and a failure to enforce discipline at the district level.

“The things happening in their areas are clearly their fault. They could not instill the discipline that is needed,” he said.

Mr Mutawakilu stressed that investigations into illegal water connections consistently point to internal complicity, describing the situation as unacceptable.

“Most of the illegal connections trace back to our people,” he added.

He noted that the reassignments form part of broader reforms aimed at strengthening accountability, improving revenue mobilisation, and restoring public confidence in Ghana Water Limited’s operations.
