President John Dramani Mahama has disclosed that his administration has begun a comprehensive review of Ghana’s mining laws and regulatory systems as part of a broader effort to strengthen local participation in the sector and ensure Ghanaian companies benefit more meaningfully from the country’s mineral wealth.
Speaking at the 2026 Mining Sector Local Content Summit held at Palms by Eagle in Takoradi on February 18, the President stressed that the reforms are intended to reposition the mining industry so that indigenous businesses can play more central and strategic roles beyond their current involvement.
According to him, the government wants to see Ghanaian firms evolve from peripheral suppliers into key industrial players capable of producing machinery, equipment, and technological solutions that support the mining sector.
He explained that the review will examine existing legal structures, regulatory bottlenecks, and investment incentives to ensure they promote local industrial growth rather than reinforce dependency on foreign expertise and imports.
“This government is reviewing and refining our mining legislation and regulatory frameworks to ensure that Ghanaian enterprises move up the mining value chain. From suppliers of consumables to manufacturers of critical components and from service providers to innovators.
“We will incentivise mining firms to build local capacity and not simply purchase locally. Equity participation, technology transfer, and knowledge sharing should become standard practice and not the exception.”
The President noted that the planned reforms form part of a larger economic transformation agenda aimed at deepening value addition across major sectors of the economy, including mining, agriculture, and manufacturing.
He said empowering domestic firms within the mining ecosystem would not only create jobs but also help retain more mineral revenue within Ghana, stimulate industrial growth, and develop local technical expertise.
