The Governance for Inclusive Development Programme (GovID), has achieved a significant milestone following a four-year initiative aimed at promoting financially inclusive development within the country.
This endeavor was carried out in collaboration with the Ministry of Finance, Ministry of Local Government and Rural Development among other stakeholders.
Under the theme “Raise more – Invest better,” the initiative was dedicated to enabling both national and subnational institutions in Ghana to contribute to inclusive development through financial means.
During a close out ceremony that assessed the accomplishments, it was evident that the partnership between GovID, the Ministry of Finance, and the Ghana Revenue Authority resulted in the establishment of the New Transfer Pricing Regulation and Excise Tax Stamp Policy.
These regulations effectively countered tax evasion within the private sector.
Remarkably, the program also bolstered accountability mechanisms.
The implementation of audit recommendations within partner Municipal and Metropolitan District Assemblies (MMDAs) surged from 58% in 2018 to an impressive 85% in 2022.
Furthermore, collaborating with the National Development Planning Commission enhanced the inclusivity of Medium-Term Development Plans.
This was achieved through training in Vulnerability Profiling and the establishment of a gender toolkit.
The institutionalization of Gender Desk Officers within the MMDAs was also a significant achievement.
The program facilitated 21 dialogue sessions between agribusinesses and selected partner districts, resulting in the development of 26 initiatives geared towards enhancing local agribusiness competitiveness.
At the event, Raphael Frerking, the Program Manager of GovID, commended the hard work and vision of all the stakeholders involved.
He stressed, “with confidence, we can assert that the program has made substantial progress in achieving its goal of financing inclusive development in Ghana.”
This program, led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), received invaluable support from the Swiss State Secretariat for Economic Affairs and the UK Foreign, Commonwealth and Development Office.
